To qualify for the Citizenship program of Montenegro, the following requirements must be met by the applicant:

In addition to the donation, applicants are required to invest in approved real estate projects in the country. Depending on where the selected projects are, applicants will have the choice of the following investment levels:
- €250,000 investment in north region of the country, or
- €450,000 investment in south region of the country.
This is the standard processing time, but it may change if there are additional procedures/requirements requested by the government based on the applicant.

Montenegro has an upper-middle-income economy and ranks 48th in the Human Development Index. It is a member of the United Nations, NATO, the World Trade Organization, the Organization for Security and Co-operation in Europe, the Council of Europe, and the Central European Free Trade Agreement. Montenegro is in the process of joining the European Union.
